In Mardorossian's book, Framing the Rape Victim, she makes the case that the issue of rape isn't just a woman's issue. I agree with this statement, but sadly society isn't. Girls are brought up by being taught how to not get raped, instead of teaching the message of not raping.
This goes as far as controlling how girls dress in school. In my school you couldn't wear any straps that were less than an inch across width wise, and you had to wear bottoms that went down at least to your fingertips. This was because if girls dressed too "slutty" then it would draw boys attention away from schoolwork. This would maybe be little more fair if guys were given strict guidelines to follow too, but wait men's bodies aren't looked at as being sexual objects so even if they did walk around showing their legs or their stomachs, they wouldn't be giving off the idea of "wanting it", the same way girls supposedly do when they dress "slutty"
Another way rape culture is solely put on the woman is by teaching girls how to not be picked out as the next victim. Society does this by educating girls to not walk home unless they have a buddy or some protection. I shouldn't have to be afraid of being raped when I'm walking back to my dorm room. Thats why when I chose a college I was sure to check how safe the campus was rated. But no campus can truly ever be safe, not with the idea that its up to woman to stop rape. Because its not, its up to the rapist to not rape, not the woman to not get raped.
